Discuss: Should Design Be a Part of Elementary Education?

An arts education has long been a part of the primary school experience (though, admittedly, a lack of funding and state mandates have put such programs in danger). How important is it to incorporate design lessons in school? What impact may it have on a child's development, and would there be a way to practically implement such a program?
